All powers of the municipality shall be vested in the Council except as otherwise provided under this Charter. All legislative powers of the Council, except for procedural matters, shall be exercised by the adoption of an ordinance or resolution. Procedural matters may be taken and non-legislative powers may be exercised by motion. No action of the Council shall be invalidated because of the form of the action taken if the procedures for taking the action as provided in this Charter have been substantially followed.
