§ 4.06  ABSENCE, DEATH, OR RESIGNATION  OF MAYOR OR PRESIDENT OF COUNCIL.
   In the event of absence of both Mayor and President of Council at a Council meeting, Council shall choose one of its members as presiding officer. In case of death or resignation of either officer, an election of a successor shall be held at the next regular Council meeting.
