The municipality shall have all powers possible for the municipality of Tipp City to have under the Constitution and Laws of this State as fully and completely as though they were specifically enumerated in this Charter, except as restricted by the provisions of this Charter. The powers so granted and adopted shall be exercised through the Municipal Council and the people as directed by this Charter.
