§ 39.02  APPROPRIATIONS.
   That the following funds shall be deemed to be appropriated:
   (A)   The proceeds of a bond-issue duly authorized as provided in R.C. § 5705.41.
   (B)   Grants or loans of money to the city from the United States Government or the state or any department, division, agency, authority or  unit thereof  as  provided  in R.C. § 5705.42.
