§ 37.32  HOLIDAYS AND PERSONAL DAYS.
   (A)   The following shall be designated as paid holidays:
      (1)   New Year's Day.
      (2)    President's Day.
      (3)   Memorial Day.
      (4)   Fourth of July.
      (5)   Labor Day.
      (6)   Veterans Day.
      (7)   Thanksgiving Day.
      (8)   Christmas Day.
   (B)   To receive holiday pay, an employee must be a full-time employee or permanent part-time employee employed by the employer on the date that the holiday normally falls, and must have been in active pay status.
   (C)   Non-exempt employees scheduled to work on a holiday shall receive time and a half for all hours worked, plus eight hours holiday pay.
   (D)   In addition to the holidays listed, full-time and permanent part-time employees shall be allowed five personal leave days per year. Up to four personal leave days may be carried over from one calendar year to another.
   (E)   The City Manager is authorized to declare additional holidays in the event that holidays are established by executive order for federal or state employees in times of national emergency.  Non-exempt, full or permanent part-time employees required to work on holidays shall be eligible for pay at the time and a half rate his/her regular rate of pay.
   (F)   When a holiday defined in this section falls on a weekend, the City Manager shall declare either the preceding weekday or following weekday as the observed holiday. When Veterans Day falls on a weekend, the day after Thanksgiving shall be designated as the recognized holiday. All applicable overtime and holiday premiums shall be paid only on the holiday declared by the City Manager.
