Should an employee approach a supervisor with a question concerning interpretation of this chapter, personnel manual, and/or administrative policies, the supervisor is encouraged to first show the employee the written policy and attempt to answer the question. The supervisor may ask the department head to assist with the interpretation. Should either the supervisor or department head be unable to answer the question, the City Manager or his designee shall make the final determination.
