(A) This chapter has been developed as the foundation for developing policies for the purpose of achieving and maintaining an understanding between the non-bargaining unit employees and the city, and to acknowledge where applicable federal and state laws governing employers, as well as for the purpose of providing for the peaceful solution of any differences that may arise between the parties.
(B) This chapter is not to be construed as a contractual obligation or promise of continued employment.
(C) This chapter is to be used in conjunction with the personnel manual and administrative policies as adopted, which do not conflict with this chapter, and as amended periodically to further enhance or expand on certain sections of this chapter.
