§ 31.33  MOTIONS OF COUNCIL.
   (A)   (1)   The use of a motion is ordinarily in the parliamentary procedure to expedite and control the deliberations of the legislative authority in the transition of the business. Council actions by use of a motion include but are not limited to:
         (a)   Normal procedural actions for the routine functions of the Council such as approval or amendment of a meeting agenda, adjournment, recesses, or executive sessions;
         (b)   Action on issues already enacted as ordinances or resolutions to complete the purposes for which they were passed;
         (c)   Instructions and requests by Council to employees of Council or auxiliary groups established by or responsible to Council;
         (d)   Whether to hold a public hearing on an issue such as the granting or renewal of a liquor license, or similar issue requiring such action;
         (e)   Appointment of members of boards and commissions.
      (2)   Procedure for appointment of board and commissions.
         (a)   Council shall have sole discretion as to the qualifications and appointment of boards and commissions serving the city. Only Councilmembers shall nominate an applicant to a board or commission. The Council President shall open the floor to nominations without motion and accept the nomination of a board or commission member by any member of Council. The floor shall remain open to nominations until such time that all Councilmembers have had the opportunity to be heard. The Council President shall then declare the floor closed to nominations. Council shall then vote on each nominee in the order in which they were nominated. An affirmative vote of four or more Councilmembers is required for any appointment to any board or commission.
         (b)   If the number of nominees for open board seats on a certain board does not exceed the number of open seats, the nominees may be voted on as a slate of candidates with one single vote by Council. If the Council President seeing that the number of open seats does not exceed the number of nominees, can proceed with a vote as a slate without motion by invoking this section.
         (c)   Any member of Council may object to the vote of nominees as a slate, and call for each nominee to be voted on individually. Said objection does not need a second, and in the event that such an objection is made, Council shall vote on each nominee individually.
   (B)   Procedure for action by Council which does not require an ordinance or resolution:
      (1)   Brief statement as to what the motion is about and why the action is necessary.
      (2)   Motion and second required before discussion.
      (3)   Discussion.
      (4)   Vote on motion and majority votes are needed for passage.
