The City of Tipp City finds that wind energy is an abundant, renewable and nonpolluting energy resource and that its conversion to electricity may reduce our dependence on nonrenewable energy resources and decrease the air and water pollution that results from the use of conventional energy sources. The city also recognizes that a Wind Energy Conversion System (WECS) may pose concerns to the health, safety, public welfare, character, and environment of the city and its inhabitants. In order to ensure that the placement, construction or modification of a WECS is consistent with the city's land use policies, the city is adopting a single, comprehensive WECS application and permit process. The intent of this chapter is to minimize negative impacts of WECS, establish a fair and efficient process for review and approval of applications, assure an integrated, comprehensive review of environmental impacts of such facilities, and protect the health, safety and welfare of Tipp City.
