(1) Landscaping required as part of this section shall be installed prior to issuance of an occupancy permit or commencement of use. If landscaping is not installed, the applicant shall be required to submit a financial guarantee in accordance with this subsection.
(2) When a financial guarantee is required, such guarantee shall be in the form of cash, letter of credit, performance bond, or instrument of credit, in an amount equal to 100% of the total value of all plant materials, irrigation, installation, and maintenance and shall be posted with the city.
