It is the purpose of this section to promote and protect the public health, safety and general welfare by providing for the planting, maintenance, and preservation of trees, shrubs, and other plants within the city. It is further the purpose of this section to:
(1) Ensure and encourage the planting, maintenance, restoration and survival of trees, shrubs, and groundcover;
(2) Mitigate against erosion and sedimentation;
(3) Reduce stormwater runoff and the costs associated therewith;
(4) Limit glare created by exterior lighting;
(5) Reduce visual pollution from the urban environment and increasing privacy between incompatible uses;
(6) Protect and enhance property values and aesthetic qualities; and
(7) Provide visual screening, where appropriate.
