§ 154.05(B)  ESTABLISHMENT AND INTERPRETATION OF DISTRICT BOUNDARIES
   (1)   In support of the purposes of this code, the city may hereby be divided into 1 or more of the overlay zoning districts identified in Table 154.05-1.

   (2)   Where uncertainty exists as to the boundaries of overlay districts as shown on the Official Zoning Map, the rules established in § 154.04(D) shall be applied.
   (3)   Relationship of Overlay Districts
      (a)   Where land is classified into an overlay zoning district as well as an underlying base zoning district, the regulations governing development in the overlay zoning district shall apply in addition to the regulations governing the underlying base district.
      (b)   In the event of an express conflict between the standards of the overlay zoning district and the underlying base zoning district, the standards governing the overlay district shall control.
      (c)   In some instances, land may be classified into multiple overlay districts. In the event of an express conflict between the standards of the multiple overlay districts, the most restrictive standards shall apply.
