§ 154.02(F)  ZONING ADMINISTRATOR
   (1)   Establishment
   The Tipp City Zoning Administrator shall be established to aid in the administration and enforcement of this code. The Zoning Administrator may be provided with the assistance of such other persons as the City Manager may direct.
   (2)   Roles and Powers of the Zoning Administrator
   The Zoning Administrator shall have the following roles and powers to:
      (a)   Enforce the provisions of this code. All officials and employees of the city may assist the Zoning Administrator by reporting to the Zoning Administrator any new construction, reconstruction, land uses, or violations that are observed;
      (b)   Review and prepare a staff report, as needed, for text and zoning map amendments, special use approvals, certificates of appropriateness (when reviewed by the Restoration Board), site plan applications (when reviewed by the Planning Board), and variances;
      (c)   Assimilate comments from other departments and agencies on applications, as necessary;
      (d)   Review and make decisions on certain site plan review applications as authorized in § 154.03(F);
      (e)   Review and make decisions on certain COAs as specified in § 154.03(E)(2);
      (f)   Review and make decisions on zoning permit, zoning compliance permit, certificate of occupancy, and administrative waiver applications;
      (g)   Review and make decisions on questions of interpretation related to this code;
      (h)   Issue a zoning permit, after written request from the owner or tenant, for any building or premises existing at the time of enactment of this code, certifying, after inspection, the extent and kind of use made of the building or premises and whether such use conforms to the provisions of this code;
      (i)   Refer requests for appeals of decisions to the BZA pursuant to the procedures established in § 154.03(M);
      (j)   Maintain permanent and current records of all amendments to this code and all applications and decisions on said applications;
      (k)   Prescribe such rules and forms deemed necessary for the execution of these duties;
      (l)   Review, inspect property, and make decisions on compliance with the provisions of this code;
      (m)   Investigate complaints and issue citations for any notices of violation and keep adequate records of all violations;
      (n)   Order discontinuance of illegal uses of land, buildings, or structures;
      (o)   Order removal of illegal buildings or structures or illegal additions or structural alterations;
      (p)   Order discontinuance of any illegal work being done;
      (q)   Revoke a permit or approval issued contrary to this code or based on a false statement or misrepresentation on the application; and
      (r)   Take any other action authorized by this chapter to ensure compliance with or to prevent violation(s) of this chapter. This may include the issuance of and action on zoning and certificate of occupancy permits and such similar administrative duties as are permissible under the law.
   (3)   Decisions of the Zoning Administrator
      (a)   A decision of the Zoning Administrator may be appealed to the BZA in accordance with § 154.03(M).
      (b)   The Zoning Administrator shall have appropriate forms for appeal available at the time of denial.
