For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
AFFORDABLE HOUSING. Housing for which the gross-contract rent plus the cost of basic utilities, rent, or monthly housing payment does not exceed 30% of the family's combined gross income.
INVOLUNTARY DISPLACEMENT.
(1) Occupants who are issued a 60 days notice to move; and
(2) Occupants who are required to move as the direct result of the acquisition or substantial rehabilitation of the property in which they are residing.
PERMANENT DISPLACEMENT. Any relocation that would exceed l2 months in duration.
