No general building contractor, or concrete, plumbing, electrical, piping, sewer, building tradesman or repairman, or any individual offering such services for a fee other than as an employee of a contractor, shall perform any work within the city rights-of-way or on municipally owned property without first obtaining a certificate of registration from the City Planning Department or its designee.
