§ 150.06  PROHIBITED BUILDINGS AND OCCUPANCIES.
   (A)   No person, firm, or corporation shall erect, place or remodel any shack, boxcar or railway car, removed from service, or other similar object, structure or thing upon any lot or outlot within the municipality, for the purpose of utilizing same as housing without first filing application for permission to do so with council.  The application shall include the following information:  location, size and character of structure, a statement of plans showing provisions made for lighting, heating, toilet and hygienic arrangements and drainage.
   (B)   Council shall receive and consider any applications at its regularly scheduled meetings and is authorized to issue permits after due consideration and upon showing the structure will not be dangerous and injurious to the public health and well being.  No fee shall be charged  for  permit  issuance.
