§ 136.21  COUNCIL MAY INVESTIGATE MUNICIPAL AFFAIRS.
   (A)   The Council, or any duly constituted committee thereof, may, pursuant to § 4.10 of the Charter, subpoena witnesses, administer oaths, take testimony, and require the production of evidence.
   (B)   The provisions of division (A) of this section shall be instituted on motion passed by majority vote of the investigating body.  Orders requiring witnesses to appear or requiring the production of evidence shall be signed by the Chairperson.
   (C)   Any person refusing to obey a lawful order issued pursuant to this section shall be guilty of a misdemeanor of the fourth degree.
