The Director of Finance shall require invoices to be submitted to him or her, with written certificate thereon by the head of the department or division of the municipality concerned, to the effect that the goods or services of which the invoice is rendered have been delivered or performed in the manner, quantity and quality specified, prior to the issuance of the municipality's warrant in payment thereof, whereupon the municipality's warrant shall be promptly issued in payment.
