(A) The surcharge shall be imposed on the first day of the month following the expiration of 90 days from the date the Village Clerk certifies to any of the telecommunications carriers who are subject to the surcharge that this chapter is in full force and effect.
(B) The provisions of this section are effective through December 31, 2015. As of January 1, 2016 and thereafter, the provisions of Illinois Public Act 99-0006 shall apply, and as such Act may be amended from time to time thereafter.
