(A) Pursuant to referendum approved on March 17, 1992, a surcharge is hereby imposed, at a rate of $.75 per month per in-service network connection, upon all billed subscribers of network connections provided by telecommunications carriers engaged in the business or transmitting messages by means of electricity originating within the corporate limits of the village for funding of the maintenance and improvement of the village's 911 emergency telephone system. A network connection shall not be deemed to be in service where a subscriber's account is deemed uncollectible by the telecommunications carrier.
(B) The provisions of this section are effective through December 31, 2015. As of January 1, 2016 and thereafter, the provisions of Illinois Public Act 99-0006 shall apply, and as such Act may be amended from time to time thereafter.
