It shall be unlawful for the owner, operator, or driver of any vehicle, licensed hereunder, to solicit by word, gesture, or otherwise, the patronage of any person at any railroad station, or upon any public street in the village. It shall be unlawful to stand or be upon the platform of any railroad until the expiration of three minutes after the departure of a train, except to assist persons who have indicated a desire to patronize the vehicle in his or her charge.
