The intent is to avoid depressions or inverts that will flood in flash storms for which storm sewers are inadequate.
      (2)    Before the base course of the roadway pavement is laid, all of the underground work, such as sewer, water, and gas mains, house service connections therewith, and any underground conduits for electric and telephone lines, shall be complete and installed in place and approved by the Department of Public Works and the Village Engineer.
   (D)    The surfacing of all streets shall conform to the applicable bulletin and specifications issued by the state from time to time and as approved by the Department of Public Works and the Village Engineer.
