Any scaffold or ladders placed in such a position that they overhang or can fall onto any public street, alley, or other public place in the village shall be firmly and properly constructed and safeguarded, and no such scaffold or ladders shall be erected or placed without a permit being issued by the Director of Public Works. It shall be unlawful to place or leave any tools or articles on any place in a manner that the same can fall into any street, sidewalk, alley, or other public way.
