§ 99.005 PERMIT TO MAINTAIN OPENING OR STAIRWAY.
   It shall be unlawful to construct or maintain any opening or stairway in any public street, sidewalk, or alley without a permit from the Director of Public Works or his designee. All lawfully maintained openings shall be guarded by a suitable strong cover or railing, to the approval of the Director of Public Works.
