It shall be unlawful for any person to dump or deposit or cause to be dumped or deposited, any grass, leaves, branches or parts of trees or any other things in any public way or any public property within the village or on someone else's property other than as prescribed by this code or other applicable ordinances, rules, and regulations of the village, and such is hereby declared to be a nuisance.
