§ 98.02 NUISANCES ENUMERATED.
   The following acts, omissions, or conditions shall be deemed nuisances.
   (A)   An act which shall annoy, injure, or endanger the safety or health of the public.
   (B)   An act which shall offend public decency.
   (C)   An act which shall unlawfully interfere with, obstruct, or tend to obstruct or render dangerous for passage, a public park, public way, or other public place.
   (D)   Obstruction of any gutter so as to cause water to stagnate therein or permitting foul or stagnant water to stand upon any premises.
   (E)   Obstruction or pollution of any drainage ditch or watercourse in the village.

   (F)   Causing or permitting any garbage or offensive substance of any kind, including, but not limited to unused paper, junk, non-functioning and unlicensed motor vehicles, unused wood, ashes, tin cans, unused masonry or crockery, cinders, rubbish, refuse, tree branches, trimmings or stumps, yard trimmings, cartons, and boxes, to be collected, deposited, or to remain in any place in the village other than as prescribed by this code or other applicable ordinances, rules, and regulations of the village.
   (G)   All buildings, walls, and other structures which have been damaged by fire, decay, or otherwise and which are so situated as to endanger the safety of the public.
   (H)   All buildings in the village which have been abandoned for a period in excess of 60 days, unless a written plan for the use of the building, or its demolition, is filed with the Village Clerk within said 60-day period.
   (I)   All dangerous or unsanitary, unguarded, unprotected machinery or equipment in any public place or situated or operated on private property.
   (J)   Causing or permitting any open burning of garbage or other discarded solid materials or cause or allow the burning of garbage or other discarded solid materials in any chamber not approved by the State of Illinois Pollution Control Board or Environmental Protection Agency.
   (K)   To operate and/or maintain a motor transport engine, truck engine, reefer and/or refrigeration unit, or to allow a motor transport engine, truck engine, reefer and/or refrigeration unit to be operated on one's property, between the hours of 10:00 p.m. and 7:00 a.m. in any place within the village in which the majority of the buildings, within a radius of 300 feet, are used exclusively for residential purposes.
   (L)   To operate a loading dock, by actively performing loading and/or unloading functions in relation thereto, between the hours of 10:00 p.m. and 6:00 a.m. in any place within the village in which the majority of the buildings, within a radius of 300 feet, are used exclusively for residential purposes.
   (M)   To conduct any building operations (construction, repair, reconstruction, or maintenance) or property maintenance work (including, but not limited to landscaping and landscaping maintenance work) which involves the operation of any steam shovels, pneumatic hammers, steam electric hoists, hammers, tractors, power lawnmowers, or other apparatus, the use of which is attended with loud or unusual noise, between the hours of 10:00 p.m. and 7:00 a.m. at any location within the village in relation to which the majority of buildings, within a radius of 300 feet, are used exclusively for residential purposes, or between the hours of 10:00 p.m. and 6:00 a.m. at any location within the village in relation to which the majority of buildings, within a radius of 300 feet, are used for other than residential purposes. The provisions of this subsection shall not be applicable to emergency situations where the building operations or property maintenance work are being undertaken in response to a situation that poses an immediate threat to the health, safety and welfare of the surrounding residents.
   (N)   The existence or presence of any species or variety of tree that is dead or declining due to disease or insects, such as Dutch Elm Disease, infestation by the Emerald Ash Borer, or any similar disease or infestation, and/or any dead or infected wood, including without limitation, firewood, which, because of its condition, can contribute to the spread of disease or insect infestation.
