For the purpose of enforcing this chapter the Director of Public Works of the village and all employees of the Public Works Department of the village are hereby designated as conservators of the peace and are hereby empowered to arrest or cause to be arrested all persons who violate this chapter and to issue citations within the limits of the municipality to persons who they reasonably feel have violated this chapter.
