(A) The annual license fee for a dog license shall be $3 per year for each dog.
(B) Whenever the ownership of a dog shall change, the new owner shall notify the village and pay to the village the sum of $1, whereupon the village shall change the records accordingly for the dog. Dog licenses shall terminate on the last day of December in each year for which a license has been issued.
(C) The licensing period shall begin with the fiscal year and shall run for one year. Applications for current license holders must be made between January 1 and April 30 of each year.
(D) Persons who fail to obtain a license as required within the time period specified will be subject to a $10 late fee.
