Unless the driver of the motor vehicle cited for an automated traffic law violation received a uniform traffic citation from a police officer at the time of the violation, the owner of the motor vehicle is subject to a penalty of $100 per violation. In the event that such penalty has not been paid by the time a determination notice is issued (no earlier than 35 days following a final determination of liability), the penalty shall increase to $125. In no case shall an additional fee be charged to an alleged violator for exercising his or her right to an administrative hearing.
