After the tenth day following the alleged violation, the Village Clerk shall mail the final notice copy of the traffic violation ticket to the offender, with a notice requesting disposition of the matter on or before that date, which is 20 days after the date of the alleged violation, and further advising the offender of the increase of the fine to $20.
