§ 70.02 SCOPE.
   (A)   The provisions of the traffic code are intended to apply to all traffic and to all operators not specifically excepted.
   (B)   The provisions of the traffic code shall in no way limit, alter, or otherwise affect the civil or criminal responsibility of any person under the statutes for the state.
