(a) No owner, occupant, agent, lessee or other person, having control of any lot or land within the limits of the Village, shall suffer or permit water at any time to become stagnant or undrained thereon, but, when ordered by the Mayor, shall fill up or drain such lot or land and remove all putrid substances therefrom.

(b) No person shall fail to remove all obstructions from culverts, covered drains or natural watercourses as provided in Ohio R.C. 715.47.
(c) Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
