(a) In the case of defecation by a domestic animal, the owner or person in charge or control of a domestic animal shall remove all feces deposited by such domestic animal and dispose of the same in a sanitary manner, with such action to be considered as having abated the nuisance.

(b) Whoever violates this section is guilty of a minor misdemeanor.
