470.03 INSPECTIONS TO DETERMINE COMPLIANCE.
   (a)   When directed by any police officer, the operator of a motor vehicle shall stop and submit such motor vehicle to an inspection and such tests as are necessary to determine whether or not it is safe or equipped as required by law, or whether its equipment is in proper adjustment or repair or in violation of any provision of this chapter.
   (b)   When any motor vehicle is found to be unsafe for operation, the inspection officer may order it removed from the streets and not operated, except for purposes of removal and repair, until it has been repaired and made safe for operation. No person shall violate such an order.
   (c)   Whoever violates this section is guilty of a minor misdemeanor for a first offense. For a subsequent offense, such person is guilty of a misdemeanor of the third degree.
