Monies received from the collection of the sewer rental charges authorized by this chapter shall be deposited with the Village Clerk-Treasurer, who shall deposit said monies into the General Fund. When appropriated by Council such funds shall be available for the payment of the costs and expenses of the management, maintenance, operation, testing, cleaning, replacement, reconstruction and repair of the public sewerage system, and of all other expenses connected with such system, pursuant to the statutes and Constitution of the State of Ohio.
