No owner, agent, lessee, tenant or other occupant of any lot or land located within the Village shall drain or permit to be drained any surface water, rainwater from roofs, sub-soil drainage, building foundation drainage, cistern over-flow, water from condensers or other drain water into the public sanitary sewer.
