During an emergency proclaimed or declared by the Mayor, no person shall use water from the source of public supply for the purpose of sprinkling streets, driveways, lawns, flowers or shrubs, or cause said water to be wasted by any means. Such public supply of water shall be used only for domestic and fire protection services during such emergency. "Domestic use" shall be limited to the use of water from such public supply for drinking, bathing, cooking and washing, as is customarily done in the home of the consumer.
