There is hereby created a Solicitations Advisory Board which shall consist of seven citizens of the city, appointed by the Mayor. The members of this Board shall be appointed to serve for a period of four years, and any vacancy occurring shall be filled in the same manner as provided for the original appointment. The Mayor shall designate one member of this Board to serve as chairperson. The members of this Board shall serve without remuneration and any member thereof may be removed by the Mayor. The Board is authorized to advise and submit recommendations to the Manager regarding the issuance of permits and certificates under this subchapter. The Manager may refer any application for a permit under this subchapter to the Board for its recommendations thereon.
