In submitting a question to the voters under this subchapter, the City Council may submit an explanation of the question in not more than 150 words. This explanation shall be printed on the ballot and shall be in addition to the ballot title. The explanation shall be plainly worded and factual and shall avoid as far as practicable the use of technical terms. The explanation shall not advocate a “yes” or “no” vote on the question.
