A special election called by the City Council as herein provided for shall be held on the date set; and the votes cast upon the election shall be received, counted, returned and canvassed by the Election Board and the Counting Board, with the results thereof reported to the City Recorder, who shall have custody of the ballots and ballot boxes following election and who shall immediately report the results of the election to the City Council.
