From and after this date, it shall be unlawful for any person, firm or corporation to engage in or carry on, or maintain or conduct any cardroom in the city without having valid license for the cardroom and licenses for the card tables therein. Any person desiring to obtain licenses under the provisions of this subchapter shall pay to the City Recorder fees as specified in § 111.28.
