§ 32.01 RESOLUTION FOR SPECIAL ELECTION.
   Whenever it is necessary in the estimation of the City Council to increase the amount of the tax levy over the amount limited by the Constitution of this state, except on vote of the people, the City Council shall make and enter a resolution for a special election on a date certain on the question and shall certify to the City Recorder that the increase, in its judgment, is necessary, stating the amount of the increase. The resolution shall be made not more than 35 days nor less than 15 days prior to the date set for the special election in the resolution and shall require the City Recorder to perform the acts set forth in § 32.02.
