No taxicab driver’s permit shall be issued to any person that the permit, had it been issued, should be revoked for any of the grounds for revocation set forth in § 110.052. The grounds for revocation of a license/permit set forth in § 110.052 are adopted by this reference as grounds for the denial of a driver’s permit in the first instance.
