It is the purpose of this subchapter to require that those persons operating taxicabs do so in a safe, fair and efficient manner. Because taxicabs constitute an essential part of the city’s transportation system, some regulation is necessary to ensure that the safety and well-being of its citizens is protected, the public needs provided and the public convenience promoted.
