§ 91.152 TRAVEL LANE, PARKING SPACES AND SHOULDER USE PROHIBITED.
   Except as allowed under a R.O.W. vending license or parade permit, no travel lanes, parking spaces or shoulders located in the public right-of-way shall be used for selling, offering for sale, exhibiting, advertising or branding of merchandise or services, which cause the setting up, maintenance and operation of a stand, table or bench; the placement of a human or animal decorated with or carrying commercial signage for greater than ten minutes; or the placement of a parked vehicle for greater than eight hours. Landscaped areas in the public R.O.W. may only be utilized under a R.O.W. license if the available sidewalk is insufficient in width to accommodate the necessary clearances and the establishment of a sign or activity will not be deleterious to the plantings and function of the area as determined by the City Police Chief.
