A right-of-way use permit and license application fee shall be waived for the abutting business requesting one sign that is situated on that portion of the right-of-way within its frontage, as well as for local non-profit organizations requesting the use of the public right-of-way for a special event (i.e., farmer’s market, county fairgrounds events, charity dinners) approved through a City Council action, in which case they may receive administrative approval for three directional signs for that special event.
