Right-of-way use permit and license application and authorization forms incorporating the requirements in § 91.145 shall be developed for approval by the City Manager. Except for vending licenses described in § 91.145, R.O.W. use permits and licenses shall be approved administratively by the City Manager, after review and sign-off of a complete application by the City Planner, City Public Works Director, City Fire Marshal/Chief and City Chief of Police, as applicable.
