(A) No person who is the owner of a dog shall allow the dog to bark loudly or with such frequency as to unreasonably deprive a person of peace and quiet.
(B) Once a complaint has been received by the Police Department, a citation may be issued under the following condition: a complaint is signed by the person complaining on the barking dog and that person complaining agrees to appear in court and testify.
