§ 130.25 OBSTRUCTING PUBLIC RIGHTS-OF-WAYS.
   (A)   Except as authorized by the city, no person shall obstruct the free movement of vehicles or pedestrians using the streets, sidewalks, roads, or other public rights-of-ways.
   (B)   No person shall park or stand a vehicle in such a manner or location that it impedes or obstructs traffic or constitutes a hazard to public safety or an obstruction on a street, sidewalk, road, or other public right-of-way.
   (C)   The prohibitions of divisions (A) and (B) of this section do not apply to:
      (1)   Officers and employees of the city in the discharge of their official duties;
      (2)   Persons performing work within a right-of-way under contract with the city;
      (3)   Persons performing work within a right-of-way under authority of a franchise, license, or other permission by the city to erect, construct, place and maintain utilities or other facilities or equipment in or upon the right-of-way; and
      (4)   Businesses providing goods and services to a licensed business in the city, or a licensed business conducting business within the city, while actively loading or unloading, but with a time frame not to exceed 120 minutes.
