A person under the age of eighteen years, engaged in lawful employment or attending a school or civic function, shall not be deemed in violation of this chapter. However, any police officer may properly detain a minor, pending reasonable verification that such minor is reasonably in transit expeditiously to or from such employment, school or civic function.
